Correctly support all 6-button controller timeouts and behaviour

Hardware tests need to be performed on the 6 button controller to determine the exact timeout values/ranges to use for our six button controller, and confirm behaviour in some corner cases, so that we can claim full, accurate 6-button controller support. In particular, we want to get the "Joystick Test Program" ROM working correctly.
